The Tourism Board considered the above concern, and came up with the idea to construct a cultural district so to speak, that would deal with all cultural aspects of the region, and create an atmosphere that is favorable to the liberty of artistic expression. This would allow for a larger number of citizens to participate in the region’s cultural activities. Thus, the idea of the West Kowloon Cultural District (WKCD) was born.

It follows that the management should consider the interest of its targeted customers to ensure it is able to serve them better.
