Civil societies which in turn become social institutions in different civilizations act as collective means to champion the physiological needs of the person who is a member of that social institution; or it could be that they are speaking on behalf of the voiceless. Eventually, this commitment to satiate the biological needs of the individual person shifted and it now focused on the modalities which these social institutions could address the social needs instead.
This is characterized by the so called social solidarity.
