Apart from how he sought to preserve his office, Constantine’s rule was the continuation of the many reforms that Diocletian had introduced during his reign with the development of a feudal economy based on serfdom, creation of new provinces, separation of civil and military hierarchy, expansion of the army, and development of an effective tax structure.The reforms were largely successful in solving the multitude of problems that had considerably weakened the Roman Empire during the period stretching from A.D. 235 to A.D. 284, and their influence was to be felt even when developing the future administrative and fiscal policies of the Roman Empire’s successor, the Byzantine Empire, whose capital was to carry Constantine’s name.
