According to criminologists crime is an act committed in violation of law forbidding it and f or which a court may impose a variety of punishments which include; death, fine or removal from office (Cathy and Patsy 2006). In the USA a felony is a serious crime which is punishable and can lead to one year in prison if convicted. Some of the felonies include murder, rape, kidnapping and custodial interference. For instance according to Times Magazine January 24, 2011 edition it stated that there are more than 12,632 murders annually in the USA. The population in the USA is 311 million.

 The crime in the United States is very high that all the data on crime rate is t thought not to be accurate, by the year 1998, about 6 million people were under correlation supervision in the United States. Illinois is a state in the United States of America, it is the fifth most populated city in the US, and it is often known as a microcosm of the entire country, Illinois is highly populated in the Midwest region, however the largest portion of the population resides in the Chicago metropolitan area, most of the town has either a rural or a small town character. Chicago located in the northeast and some other small industrial cities with the agricultural areas in the central and the northern of Illinois (Cathy and Patsy 2006).
