It is alongside his argument that Chakmas Stateless states seem to have evolved through three though interrelated stages. The issue is thus seen to at first originate from the commissioning of the kaptai Hydroelectric Project in the then east Pakistan and the consequent displacement of the Chakmas together with other indigenous communities in Chittagong Hills Tracks in the year 1964. The displacements lead to the subsequent settling of the Chakmas in various districts of the then, North East Frontier Agency (NEFA)[1].
This process was not met with resistance from the indigenous tribes until when Arunachal Pradesh became a separate state in 1986. Many contentious issues however emerged in the period between 1986 and 1996 that resulted to a court battle that had a landmark judgment in 1996 issuing a verdict in favor of right to life and protection of the Chakmas refugees. However, the Chakmas continue to face discrimination[2].
