The relationship between the US and Israel has not been constant. Over the years, there have been occasions when the countries are on good terms while at other times they experience friction among them.

This inconsistency has resulted in the adoption of some rules and agreements between the two that help in the cultivation of peace. As reported by Kirgis (1997), the American Society of International Law forged a Treaty with the Israeli on extradition of offenders in any of the two countries. This was in an attempt to maintain peace and avoid conflicts.
